САЖЕТАК / ABSTRACT:
Institucije igraju bitnu ulogu u kreiranju ekonomskog i poslovnog okruženja, utičući na ulaganja u istraživanje i razvoj (R&D), zaštitu intelektualne svojine i efikasnost raspodele resursa. Cilj rada je da se ispita uticaj koji kvalitet institucija ima na inovacije u zemljama Evropske unije (EU). U radu se analiziraju podaci za EU zemlje u periodu od 2012. do 2023. godine. Za ocenu kvaliteta institucija su korišćeni Worldwide Governance Indicators (WGI) – sloboda govora i odgovornost, politička stabilnost i odsustvo terorizma, efikasnost vlade, kvalitet regulative, vladavina prava i kontrola korupcije. Inovacije su aproksimirane zaposlenošću u sektoru nauke i tehnologije, kao i brojem patenata. Rezultati panel analize su pokazali da su inovacije pozitivno povezane sa slobodom govora i odgovornošću i vladavinom prava, dok su negativno povezane sa efikasnošću vlade. Nije utvrđena statistički značajna veza između političke stabilnosti, kvaliteta regulative i inovacija. Donosioci odluka bi trebalo da se usmere na jačanje vladavine prava i slobodu govora kako bi podstakli razmenu ideja i proces kreiranja inovacija učinili izvesnijim, ali i da preispitaju institucionalne mehanizme delovanja određenih okvira, kao što su efikasnost vlade i kontrola korupcije, i njihov uticaj na inovacione procese u zemljama EU.
