SAŽETAK / ABSTRACT:

The Law on Amendments and Supplements to the Energy Law has been harmonized with the legal framework of the European Union in the field of electricity to achieve climate neutrality by 2050.

A small but necessary step in integrating the national electricity market into a unified European market is the transition from an hourly to a fifteen-minute settlement interval in the electricity balancing market. This means that imbalance settlement for balance responsible parties is conducted over a shorter time interval. This shift encourages the transmission system operator (TSO), as the entity responsible for procuring electricity to compensate for transmission system losses), to reassess the current transmission system losses forecasting methodology, which is based on an hourly interval. The TSO aims to improve the accuracy of transmission system losses forecasts by minimizing deviations between forecasted and actual settlement values at the settlement interval. The objective of this paper is to examine whether increasing the time resolution—i.e., transitioning from an hourly to a fifteen-minute settlement interval—will enhance the accuracy of transmission system losses forecasts. The analysis will be conducted using historical hourly forecast data and settlement data at the fifteen-minute level, assessing their impact on forecast precision. Based on the obtained results, conclusions will be drawn regarding the necessary steps the transmission system operator should take in the transmission system losses compensation process to ensure that the transition to a shorter settlement interval contributes to the optimal procurement of electricity for transmission system losses compensation.
