ОСПОРЕНИ СУВЕРЕНИТЕТ: КОПНЕНА ЗОНА БЕЗБЕДНОСТИ КАО ГЕОПОЛИТИЧКО ПОГРАНИЧЈЕ

САЖЕТАК / ABSTRACT:

У раду се посматра простор Копнене зоне безбедности (КЗБ-а) из геополитичке перспективе. Иако је потписивањем војно-техничког споразума у Куманову, Србија препустила међународној заједници фактичку контролу над простором Аутономне покрајине Косова и Метохије (АП КиМ), и тиме „оспорила“ сопствени суверенитет, исто се може рећи и за простор КЗБ-а. На овом подручју суверенитет Србије је такође био оспорен, али импликације оспореног суверенитета нису биле детаљније проучаване. Централна теза овог рада јесте да је оспорени суверенитет постојао и да на неки начин и даље постоји и на простору КЗБ-а, с обзиром да Зона представља својеврсно геополитичко пограничје (borderlands). Срж оспореног суверенитета у КЗБ-у произилази из чињенице да је реч о геополитичком пограничју који почива на хибридном безбедносном поретку у којем је ипак постојао својеврсни безбедносни вакуум. Тај вакуум није производ немогућности за њеном контролом већ специфичног правног поретка наметнутог условима међудржавног техничког споразума којим је заустављена NATO агресија на тадашњу СР Југославију.
