Moderneformebudžetskogplaniranjaunacionalnimsistemimajavnihfinansijapočivajunaneupitnomuvažavanjuprincipa„vrednostzanovac“, kojibisemogaoposmatratikaosublimiranzahtevzaekonomičnošću, efikasnošćuiefektivnošćujavnepotrošnje.

Uovomraduautorukazujenateorijskusuštinusvihstrukturnihkomponentikoncepta„vrednostzanovac“, kaoinaznačajkojiuprocesudelotvornogfinansijskogplaniranjaposedujesvakaodnjih. Posebnupažnjuautorposvećujenačinimadase, kroziskorišćavanjeprednostidigitalnogokruženja, doprineseefektivnijemodlučivanjuusistemimanacionalnogbudžestskogplaniranja.
