САЖЕТАК /ABSTRACT:
Transportation digital twins are widely used for mobility planning, traffic management, and scenario evaluation, yet their fidelity is rarely assessed through a consistent and transport-specific framework. A state-based Digital Twin Fidelity Index is proposed that evaluates fidelity relative to the transportation states required for a defined use case. The framework distinguishes structural, operational, and behavioral fidelity domains and assesses each target state across four dimensions: coverage, temporal adequacy, evidence sufficiency, and independent validation. A target-state registry is introduced to define the required states, resolutions, thresholds, validation references, and policy importance before scoring. The framework also supports data-acquisition planning by estimating the marginal fidelity gain associated with additional datasets and balancing that gain against cost, privacy, maintenance, and licensing constraints. The approach shifts fidelity assessment away from generic claims of realism or real-time synchronization toward a transparent assessment of what the twin represents and how well relevant states are reconstructed. It is intended as a diagnostic and reporting framework that can improve comparability, inform municipal investment decisions, and provide a basis for future empirical validation.
