ABSTRACT / SAŽETAK:

Rad evaluira podatke o javnim nabavkama u 2024. godini u odabranim zemljama Evropske unije (EU), posmatrajući ukupne i prosečne vrednosti tendera, broj ugovora i strukturu implementiranih procedura uz poseban naglasak na indikatore integriteta i transparentnosti. Klasterizacija metodom K-srednjih vrednosti identifikuje tri grupe zemalja. Prvi klaster čine tržišta sa velikim brojem javnih nabavki i visokim prosečnim vrednostima tendera, ali umerenim vrednostima integriteta i transparentnosti. Drugi klaster čine mala i srednja tržišta sa relativno višim vrednostima indikatora transparentnosti. Treći klaster obrazuju zemlje u kojima preovlađuje format otvorenih procedura, ali heterogeni i često niži indikatori integriteta. Zaključak je da se zemlje sa iskustvom u realizaciji velikog broja tendera, neretko i dalje susreću sa izazovima u postizanju viših nivoa integriteta i transparentnosti u javnim nabavkama. Osim toga, visok nivo otvorenih procedura ne garantuje istovremeno i viši nivo institucionalnog integriteta, što ukazuje na složen odnos između formalne proceduralne strukture i kvaliteta upravljanja u javnim nabavkama.
