САЖЕТАК:
У овом раду пажња аутора биће посвећена анализи тзв. „буџетирања од нуле“, по много чему специфичном формату јавног буџетирања. Реч је о приступу јавном буџетирању са којим је направљен највећи отклон у односу на класични модел планирања финансијског покрића јавних добара и услуга. У раду ће бити указано у којој мери је примена овог буџетског модела подесна да у квалитативном смислу унапреди систем планирања продукције јавних услуга. Притом биће указано на основне предности које су популаризовале ову буџетску технику у појединим земљама али и на разлоге који су утицали на националне управљаче да одустану од пуне примене овог буџетско- техничког решења.
