SAŽETAK / ABSTRACT:
Porast proizvodnje i potrošnje električne i elektronske opreme generiše najbrže rastući tok otpada u Evropskoj uniji, istovremeno prouzrokujući i značajno rasipanje retkih metala. Ovaj rad istražuje ekonomski potencijal i ekološku imperativ recikliranja retkih metala iz elektronskog otpada (e-otpada). Fokus istraživanja usmeren je na analizu evropskog regulatornog okvira, uključujući Direktivu o e-otpadu (WEEE) i Akcioni plan za cirkularnu ekonomiju i njegovu ulogu u podsticanju razvoja tržišta sekundarnih sirovina. Iako postoji jasna politička vizija, ekonomski model recikliranja kritičnih sirovina suočava se sa brojnim izazovima. Tehnološka složenost vađenja, visoki troškovi logistike i prerade, kao i nedovoljna stimulacija za ekodizajn proizvoda koji olakšavaju reciklažu, predstavljaju značajne barijere za stvaranje održivog i konkurentnog lanca snabdevanja u odnosu na primarnu ekstrakciju.
Rad naglašava da za ostvarenje strateških ciljeva EU u pogledu resorsne nezavisnosti i zelene tranzicije nije dovoljno jednostavno unaprediti tehnologiju recikliranja. Neophodno je sprovođenje koordinisanih mera koje uključuju jačanje obaveze proizvođača, uvođenje fiskalnih podsticaja i harmonizaciju standarda na nivou unije. Transformacija e-otpada u strateški resurs zahteva celovit pristup koji kombinuje regulatornu izvesnost i tržišnu inovaciju.
