SAŽETAK / ABSTRACT:
Novi javni menadžment predstavlja reformsku paradigmu u organizaciji i delovanju javne uprave, koji se od osamdesetih godina prošlog veka, proširio po celoj Evropi, uključujući i Nemačku, i to prvenstveno, kao odgovor na tradicionalnu, birokratsku upravu koju su odlikovale sporost, neefikasnost i orijentisanost na procedure, a ne na kvalitet usluga koje se pružaju građanima. Autor se u radu bavi analizom specifičnosti novog javnog menadžmenta u Nemačkoj imajući u vidu administrativnu tradiciju kojoj je ta zemlja dugo bila izložena, kao i njen složeni federalni karakter. Zaključci ukazuju na to da je primena principa novog javnog menadžmenta bila izuzetno selektivna pa je, samim tim, primetno zadržavanje niza elemenata koji su karakterisali birokratsku upravu, i to zbog jakog tradicionalizma koji je ova država gajila.
