УЛОГА НОВОГ ЈАВНОГ МЕНАЏМЕНТА У ПРОЦЕСУ ТРАНСФОРМАЦИЈЕ НЕМАЧКОГ МОДЕЛА ЈАВНЕ УПРАВЕ

САЖЕТАК / ABSTRACT:

Нови јавни менаџмент представља реформску парадигму у организацији и деловању јавне управе, који се од осамдесетих година прошлог века, проширио по целој Европи, укључујући и Немачку, и то првенствено, као одговор на традиционалну, бирократску управу коју су одликовале спорост, неефикасност и оријентисаност на процедуре, а не на квалитет услуга које се пружају грађанима. Аутор се у раду бави анализом специфичности новог јавног менаџмента у Немачкој имајући у виду административну традицију којој је та земља дуго била изложена, као и њен сложени федерални карактер. Закључци указују на то да је примена принципа новог јавног менаџмента била изузетно селективна па је, самим тим, приметно задржавање низа елемената који су карактерисали бирократску управу, и то због јаког традиционализма који је ова држава гајила.
