PREVENTING FLIGHT AND MIGRATION: INTERNATIONAL SOCIAL WORK IN CRISIS SITUATIONS

САЖЕТАК / ABSTRACT:

The increasing intensification of global crises has transnational effects. Flight and migration are an example of this and represent serious stress factors for the people affected. At the same time, the destination countries are barely able to create humane conditions or successful integration for migrants. Furthermore, domestic security is threatened by massive irregular migration. All of this highlights the need for measures for the sustainable prevention of flight by actors in the context of international social work, for example in the form of a reduction of push factors in the country of origin. In crisis areas, a large number of international social work actors operate as one of the stakeholders. The most important actors include international organizations, local non-governmental organizations (NGOs), state actors, international and national experts and volunteers. In this context, international social work in crisis areas supports affected population groups, for example, by dealing with overcoming challenges arising from conflicts or natural disasters, as well as promoting social justice and human rights. However, professionals also face a number of challenges in attempt to achieve these goals that can be further complicated by international law. These include issues of sovereignty, law enforcement, and the application of specific human rights standards. For instance, international organizations and NGOs must respect the sovereignty of the states concerned, which can lead to restrictions on their work, especially when state structures have collapsed or are uncooperative. Overcoming these challenges requires a new holistic approach that considers the specific contexts of the crisis areas and calls for close cooperation between various actors, including international organizations, local authorities, NGOs, governments and civil society.
