САЖЕТАК / ABSTRACT:
At the end of 2024, the National Assembly of the Republic of Serbia adopted the Amendments to the Energy Law. The Energy Law has undergone a large number of changes, the most extensive of which are related to the transposition of the Fourth Energy Package of European Union regulations. In addition, the procedure for connecting power plants to the distribution system has been significantly changed, with the idea of improving the process, making it more efficient and transparent, all with the aim of ensuring the smooth implementation of projects for the production of electricity from renewable energy sources, in accordance with the strategic goals of the energy policy of the Republic of Serbia, including the creation of regulatory, economic and business conditions for improving the efficiency of electricity system management, especially taking into account the development of distributed electricity generation, the development of distributed electricity storage capacities, the introduction of demand management systems and the introduction of the concept of advanced grids. Also, changes have been introduced in the field of technical criteria for the connection of producer power plants to the distribution system. Among other things, it has been defined that the total active power transferred from the distribution system to the transmission system in one transformer station cannot exceed 16 MW. If the connection study shows that this condition is violated, the application of temporary power restrictions during the operation of the power plant is envisaged for the producer power plant, for which the DSO is not obliged to pay financial compensation to the producer. Temporary power restrictions may be applied to the producer power plant, provided that the annual production restriction of the power plant does not exceed 5% of the total annual production. This paper presents a method of practical application of temporary restrictions in the planning phase of the connection of power plants, with the aim of examining the effects of the introduced restriction on the process of integration of distributed power plants in the Republic of Serbia.
