SAŽETAK / ABSTRACT:

The energy transition puts the use of renewable energy sources (RES) in the focus of achieving the goals of reducing carbon dioxide emissions. A guarantee of origin is an electronic document that has the exclusive function to demonstrate to the end customer that a certain amount of electricity is produced from renewable energy sources. They represent a key mechanism for verifying green energy production, increasing market transparency and consumer confidence. Guarantees of Origin offer electricity buyers the opportunity to express their demand for „green“ energy and to stimulate energy production that contributes to the development of the energy system under more environmentally friendly conditions. This paper analyzes the legal framework and application of the guarantee of origin system in Serbia, with a special emphasis on the Rules on issuing guarantees of origin.

In the context of the Renewable Energy Sources Directive (RED III), the paper examines how the rules on issuing guarantees of origin are integrated into the wider framework of EU energy policy, as well as the challenges posed by the implementation of these rules in Serbia. Also, the paper explores how legal changes in Serbia can contribute to greater efficiency of the RES market and support the goals of sustainable development.
