САЖЕТАК / ABSTRACT:
The paper will describe the steps taken during the restoration of the BiH EES after the power outage that occurred on June 21, 2024. The restoration of the EES according to the BiH EES Restoration Plan can be carried out in two ways, top-down or bottom-up. Due to the presence of voltage on three cross-border transmission lines (TIE), the NOSBiH dispatchers decided on the top-down method, which was the fastest restoration process. Taking into account the active power on the TIE, i.e. the limitations defined by the Transmission System Operation Agreement between transmission system operators, NOSBiH dispatchers began restoration from TS Ugljevik and TS Sarajevo on 20. The paper will explain in detail the manipulations and procedures that enabled the restoration of the BiH EES within two hours. During the restoration of the system, care was taken to restore voltage to priority consumers as soon as possible, such as hospitals, water supply systems and key infrastructure. Also, efforts were made to transfer voltage to production facilities (hydro generators in order to ensure sufficient electricity to supply end consumers) as soon as possible, as well as to thermal generators that were in operation before the outage. A major problem during the resynchronization of the system was the voltage conditions, namely the increased voltages in the southern part of BiH.
