ABSTRACT / SAŽETAK:

According to information about the dynamics of changes in international trade leaded by the WTO and the fact that many multilateral agreements became more obvious after their application and concretization on the regional level, we could conclude that regional level of the international trade` observation became more and more common. The most recent example was the implementation of the WTO` Trade Facilitation Agreement, deeply integrated in many regional economic agreements. In the case of this Agreement, as well as the other agreements, it seems that multilateralism has completed and finished its part of the task and that further implementation, amendments and improvements will start appearing precisely from regional levels. One of many reasons is based on the fact that multilateralism has already reached its maximum, pulling further development of international trade at the regional level, under regional trade agreements. 2 Their establishment is under the auspices of the Article XXIV of the GATT 1994, which provides the formation and operation of customs unions and free-trade areas and interim agreements leading to them.
