ABSTRACT / САЖЕТАК:

Predmet analize u radu jeste sagledavanje značaja upotrebe digitalne valute cen- tralnih banaka u oblasti politike osiguranja, identifikovanjem ključnih pitanja i dilema koje će se u tom kontekstu mogu javiti, kako u teorijskom, tako i u praktičnom smislu. Shodno navedenom, autori ukazuju na potrebu adekvatnog normativnog regulisanja problematike digitalnog (javnog novca) na konzistentan i optimalan način. Digitalna valuta centralne banke se posmatra kao digitalni oblik fiducijarnog novca zemlje koja ga izdaje i za koji je odgovorna centralna banka, za razliku od kriptovaluta koje su de- centralizovane digitalne valute zasnovane na tehnologiji blockchain, koje obično izdaju privatne kompanije. Digitalne valute centralne banke su strogo regulisane, pri čemu centralna banka reguliše kako se koriste, kako se mogu obavljati transakcije, a ponekad čak i ko im može pristupiti. Iako mnoge zemlje žele da regulišu kriptovalute, one uglav- nom rade van tradicionalnih finansijskih sistema zbog čega su neke zemlje zabranile ili strogo regulisale kriptovalute. U radu se ukazuje na mogućnosti upotrebe digitalnih valuta u poslovima osiguranja u cilju eventualnog identifikovanja ključnih nedoumica i dilema čije blagovremeno prepoznavanje jeste conditio sine qua non sveopšte finansijske stabilnosti i zaštite vrednosti i standarda dobrog poslovanja.
