САЖЕТАК / ABSTRACT:

Azerbaijan has been known since ancient times as a country with large reserves of hydrocarbons – oil and gas. Putting these riches at the service of the state and the people has long been the dream of all the rulers of Azerbaijan. However, for most of its history, the territory on which the modern Republic of Azerbaijan is located was part of various states, which managed Azerbaijan’s natural resources at their discretion. And only after 1991, when Azerbaijan finally became an independent state, did the oil and gas industry receive full development, and the revenues from the sale of hydrocarbons on the world markets were directed towards economic development, as well as improving the well-being of the population. The main role in this was played by the development of the most effective model of Azerbaijan’s energy policy – a national-monopoly model.
