САЖЕТАК / ABSTRACT:

This paper considers the interactions between corruption and social integrity, namely the possibilities of the society to function effectively as integrated entity. The South-East Europe’s peoples passed a tough period of Ottoman yoke. During that time they had considered the then imperial state as main culprit for their sufferings. The circumvention of the oficial rules was regarded as a way to protect their national and ethnic integrity against the treat of assimilation. Later on most of the Balkans’ population experienced the alienation from the public institutions during the totalitarian regime. This historical heritage impacts the citizens’ ethos and behavior even now. It determines the features of the actual corruptive practices. In the former Yugoslavia states ethnic confrontation gives unoficially support to the top-level abuse of power for private gains. Due to the wide spread corruption in its typical forms, the civil society in the countries from the region is far from the required social integrity that would guarantee the proper functioning of democratic polity.
