COMPLIANCE OF WATER RESOURCE PROTECTION LEGISLATION IN THE REPUBLIC OF SRPSKA WITH EU WATER POLICY: IMPLICATIONS FOR WATER REUSE AND CIRCULAR MANAGEMENT

ABSTRACT / САЖЕТАК:

Water scarcity driven by climate change and growing competition among water users is increasing pressure on water resources in circular water management. Therefore, water reuse offers significant potential to enhance climate resilience and reduce freshwater abstraction. Yet, their implementation in Republic of Srpska (RS) depends on regulatory alignment with European Union legislation. This paper presents an analysis of the legislative framework of RS regulating water management and environmental impact assessment for wastewater infrastructural projects, with emphasis on compliance with the Water Framework Directive (2000/60/EC) and related EU regulations on water quality, wastewater and pollution control. For that reason, national laws for environmental decision-making and administrative processes for wastewater infrastructure projects are reviewed. EU Regulation 2020/741, which establishing minimum requirements for safe water reuse, has been introduced as a reference framework for developing water reuse practices in RS. Strengthening regulatory coherence and introducing risk-based water reuse standards would improve climate resilience and support sustainable agricultural water management.
