ABSTRACT / САЖЕТАК:
The paper examines financing options for EPS’s energy investments through the Western Balkans Investment Framework (WBIF) as a blended EU instrument. It presents EPS project cases—Kostolac Wind Farm, Vlasina HPP rehabilitation, Kolubara A and Morava solar plants, HPP Potpec and HPP Bistrica —and analyses benefits, risks and the timeline from application to grant decision.
The structure of the WBIF application form is outlined, including the prerequisite of having at least one participating international financial institution (EIB, EBRD, KfW, etc.) interested in co‑financing the project. The paper proposes the use of artificial intelligence to accelerate the preparation of regulatory and standardised sections. Examples from Serbia and the region are included to contextualise EPS within a broader WBIF portfolio. We conclude that WBIF does not only provide funding; it strengthens institutional capacity, accelerates compliance with EU standards and supports timely investment decisions.
