ASSESSMENT OF THE EXISTING ROAD NETWORK: ROAD SAFETY INSPECTION METHODOLOGY

Road Safety Inspection was incorporated into the national legal framework through the amendments to the Law on Roads adopted in 2018. These amendments introduced, for the first time, a set of procedures aimed at improving road safety on the national road network, including: Road Safety Impact Assessment, Road Safety Audit for all new construction and reconstruction projects on Class I state roads, Road Safety Inspection, Risk Mapping, Identification and Ranking of Hazardous Road Locations, and Independent Assessment of the Impact of Roads on Fatal Traffic Accidents. According to Article 89 of the Law on Roads, public road authorities are obliged to conduct periodic and targeted road safety inspections on Class I state roads. This paper presents the methodology of road safety inspection, with particular emphasis placed on specific road safety deficiencies identified in both international and domestic road engineering practice.
